I listed 3 things that basically do the same thing, you applied more than one at a time and had bad outcome. and turning of intels short turbo doesnt gimp the system. but I dont think its gonna stop the chip from over heating. not sure what else to expect from a solution. turn off short turbo and that goes away with no performance lost. pubg puts me over 90 in aboiiut 60 seconds. None of this would be the builds fault, hp should have known but its not the setup. otherwise the chip isnt gonna run cool enough in any case.

On a side note, the Foxconn made RTX 3080 is exceptional, cool, quiet, heavy, well engineered cooling solution and powerful, I absolutely love it!
